2008-5-30: CNCA implements new standards on some tyres and artificial heart-lung machines.

Those enterprises holding the CCC certificates on old standards should transfer their CCC certificates to new certificates on new standards before the above deadlines correspondingly.

2008-2-4: According to the No. 7 Announcement of AQSIQ/CNCA on Jan. 28^th, 2008, some information security products will be required by CCC certificate after May 1^st, 2009.

This batch of information security products include 8 categories and 13 products as below.

2008-1-9: CNCA implements new CCC rule on vehicle products.

2007-6-12: CNCA implements new standards on the small-power electrical motors, storage water heaters, low-voltage switchgear and controlgear assemblies.

According to No. 10, 11, and 12 Announcements by CNCA recently, beginning from each corresponding effective date, the CCC certification on the small-power electrical motors, storage water heaters, low-voltage switchgear and controlgear assemblies products should be implemented by following new standards:

2007-3-19: CNCA implements new standards on the low-voltage switchgear and controlgear assemblies.

According to No. 8 Announcement by CNCA on 2007-3-7, the standards GB 7251.2-2006 Low-voltage switchgear and controlgear assemblies - Part 2: Particular requirements for busbar trunking systems(busways) and GB 7251.3-2006 Low-voltage switchgear and controlgear assemblies - Part 3: Particular requirements for Low-voltage switchgear and controlgear assemblies intended to be installed in places where unskilled persons have access for their use - Distribution boards were effective from 2007-3-1 to replace GB 7251.2-1997 and GB 7251.3-1997 respectively. After 2007-3-1, all laboratories and certification bodies should follow the new standards for the CCC certifications and tests on the low-voltage switchgear and controlgear assemblies products.

The existing CCC certificate holders on the old standards should submit the transfer applications between 2007-3-1 and the next follow-up inspection, and submit the sample products for difference tests on the new standards at least before 2008-5-31.

2007-1-19: We have the latest version of CCC Product Catalogue with HS Codes available which was released on Jan. 2007.

2006-10-10: CNCA will stop the replacement of CCC mark in old version 2002 with new version 2005.

According to No. 27 Announcement by CNCA, after 2006-10-31, CNCA will stop the replacement of CCC mark in old version 2002 with new version 2005. All enterprises still holding the CCC labels in old version 2002 should get their labels replaced with new version of 2005 as soon as possible.

2006-10-10: CNCA implemented new standards on automatic sprinkler system and fire alarm products.

According to No. 23 Announcement by CNCA, after 2006-8-30, the CCC certification on the automatic sprinkler system and fire alarm products should be implemented by following new standards:

Those enterprises holding the CCC certificates on old standards should transfer their CCC certificates to new certificates on new standards before the above deadlines correspondingly.

2006-8-16: CQC notified the version changes of GB Standards for automotive accessories.

According to CQC, after 2006-12-1, the CCC and CQC certifications on automotive interior materials, seats and headrests, rearviews, door locks and door retention component products should follow the new versions of GB Standards (GB8410-2006, GB15086-2006, GB15084-2006) correspondingly. Those enterprises already having the certificates should transfer to new certificates before 2007-12-1.

After 2006-7-1, certifications on the interior materials involved in seatbelt's CCC and sun visor's CQC should follow the GB8410-2006 Standard. Those enterprises already having the certificates should transfer to the new certificates before next follow-up inspection.

2006-8-3: We are proud to be cited by WTO.

In the Secretariat report of WTO Trade Policy Review: CHINA 2006, our website has been cited on Page 283 of "Appendix tables" as the source of Products Subject to China Compulsory Certification.

2006-7-31: Some agricultural machines will be required by CCC after 2008-5-1.

According to the No. 103 Announcement by AQSIQ, some agricultural machines, including wheel tractors and equipments for crop protection (those already in CCC catalogue excluded), will be required by CCC certificate after 2008-5-1.

After 2008-5-1, these agricultural machines listed in CCC product catalogue, if without CCC certificates or CCC marks, will not be allowed to be imported, sold, or used in sales activities in China market.

2006-7-20: CNCA revised Implementation Rule on Safety Glass Product

According to the No. 15 Announcement by CNCA, safety glass implementation rule has been revised as Implementation Rule For Compulsory Certification Of Safety Glass Products (CNCA-04C-028: 2006) to reflect the new standards GB9656-2003 Safety Glazing Materials For Road Vehicles and GB15763.2-2005 Safety Glazing Materials In Building-Part2:Tempered Glass.

Beginning from 2006-7-12, new CCC certificate application for safety glass product should follow the new implementation rule. Those safety glass products which had been certified by CCC certificate before 2006-7-12 should apply for renewed CCC certificate from the designated CCC certification bodies within 18 months from 2006-7-12; otherwise, the original CCC certificates will be voided automatically.

2006-6-16: CNCA hosted CCC conference on 2006-6-8

According the CCC conference hosted by CNCA on 2006-6-8, till today, 22 product categories (with 158 subcategories total) have been included by CCC Product Catalogue. Only 14 Chinese certification organizations and 136 laboratories have been designated by CNCA for CCC Certification and CCC Product Test.

There is no foreign organization or laboratory being authorized by CNCA for CCC certification and CCC Product Test.

2006-3-8: CNCA had already cancelled the registered CCC agencies on 2005-3-7.

According to No. 5 Announcement by CNCA on 2005-3-7, CNCA stopped the implementation of agency registration from 2005-3-7. The qualifications of 137 CCC agencies originally registered in CNCA had been cancelled as well, and these agencies would not be allowed to advertise or do business in the name of agencies registered in CNCA. The 137 registration certificate numbers continuously counted from CJ0604001 to CJ0604137 had been revoked since 2005-3-7.

Today, one year after CNCA cancelled the CCC agency registration, any organization still "representing CNCA as the agency registered in CNCA" and "showing the original registration certificate number as valid" would be considered as illegal and not accepted by CNCA.

2006-1-5: Some toy products will be required by CCC certificate after 2007-6-1.

According to No. 198 Announcement by AQSIQ on 2005-12-30, children cars (like children bicycles, tricycles, baby carriages, scooters, pedal cars), electric toys, plastic toys, metal toys, ejecting toys and baby toys will be required by CCC certificate after 2007-6-1. After 2007-6-1, if without CCC marks, these toys will not be allowed to be sold, used or imported in China.

2006-1-5: Standards on the electric cooker and cold/hot drinking machine had been voided.

According to No. 36 Announcement by CNCA on 2005-12-27, the standards GB 4706.6-1995(safety of electric cooker) and GB 4706.42-1999 (safety of cold/hot drinking machine) had been voided since 2005-12-27. After 2006-1-1, all laboratories and certification bodies should follow the standards GB4706.1-1998, GB4706.19-2004, GB4343-1995 and GB17625.1-2003 for the CCC certifications and tests on the electric cooker products, and follow the standards GB4706.1-1998, GB4706.19-2004 and GB4706.32-2004 for the CCC certifications and tests on the cold/hot drinking machine products.

The existing CCC certificate holders on the voided standards should submit the transfer applications between 2006-1-1 and the next follow-up inspection, and complete the sample tests on the replacement standards at least before 2006-12-31. If the certificates on the voided standards have not been replaced after the next follow-up inspection, the certificates on the voided standards would be cancelled.

2005-12-14: CNCA announced new standards for welding machines.

According to Announcement No. 34 by CNCA on 2005-12-06, new standards: GB/T15579.5-2005 (Arc Welding Machines Safety Requirements 5th Section: Wire Feeding Device) and GB/T15579.7-2005 (Arc Welding Machines Safety Requirements 7th Section: Welding Torch(Gun)) began officially effective from 2005-12-01, the old standards: JB/T9533-1999 (Wire Feeding Device of Welding Machines: Technical Conditions), JB/T9526-1999 (TIG Welding Torch Technical Conditions) and JB/T9532-1999 (MIG/MAG Welding Gun Technical Conditions) became voided after 2005-12-01.

Beginning from 2005-12-01, the sampling test should follow the new standards GB/T15579.5-2005 and GB/T15579.7-2005 when processing the CCC certification on wire feeding device of welding machines, TIG welding torch and MIG/MAG welding gun.

After 2005-12-01, prior to the next factory follow-up inspection, the holder of CCC certificate following old standards should submit the application to designated certification bodies for transferring to the new certificate following new standards. After passing the sampling test, the new certificate following new standards will be issued. If the holder couldn't get the new certificate following new standards during the defined period, the old certificate will be voided automatically.

For those products having been certified by old standards, if already sold or imported before 2005-12-01, it will not be necessary to get the new certificate following new standards.

2005-12-5: Shanghai Entry-Exit Inspection and Quarantine Bureau further clarified the CCC-Exempted condition of imported vehicle on Nov. 21, 2005. Details are here.

2005-10-9: So far, only 124 laboratories had been authorized by CNCA for CCC Product Tests, and 11 Chinese certification organizations had been designated by CNCA for CCC Product Certifcation.

All these 124 laboratories are located in China mainland and each laboratory had been designated by CNCA to undertake certain CCC product tests. But none of foreign laboratories has been authorized by CNCA to do the CCC product tests till now.

If a laboratory outside China claims that they can do the CCC test for your product, you should be CAREFUL and make sure they are authorized by CNCA for CCC product test.

If your laboratory has interest to be authorized by CNCA for CCC product test, your laboratory needs to be accredited by CNAL at first and then get approved by CNCA. Contact us if you do have interest on this application.

The 11 designated Chinese CCC certification organizations include: CQC, CEMC, CSP, OCAM, CSGC, CCIQ, CCCF, CCCAP, CQBM, CQM and CECP.

2005-9-15: According to the No. 23 Announcement of CNCA on Sep. 12 ^th, 2005, new version of CCC logos will be applied after Oct. 1^st, 2005.

Those enterprises purchased the CCC labels(marks) in version 2002 could continue to use their own remaining CCC labels(marks) till Mar. 31st, 2006.

After Mar. 31st, 2006, all CCC certified products should bear the CCC logos in version 2005.

2005-9-15: According to the No. 137 Announcement of AQSIQ on Sep. 12 ^th, 2005, some vehicle accessories will be required by CCC certificate after Dec. 1^st, 2006.

The vehicle accessories include vehicle/motorcycle lighting products (headlamp, turn-signal, position lamp, stop lamp, clearance lamp, fog lamp, reversing lamp, parking lamp, side marker lamp, lighting equipment for license plate); reflex reflector; odometer; body reflection sign; brake hose; rear mirror; horn; gas tank; door lock and hinge; interior trimming materials; seat and head rest.

After Dec. 1st, 2006, if without CCC mark, the above vehicle accessories will be not allowed to be sold, used and imported in China.

2005-8-18: CNCA released No. 20 Announcement on Aug. 10^th, 2005 to stipulate the CCC waiver in further for the products imported in small volumn without CCC mark but covered by the CCC catalogue.

• For the product covered by the CCC catalogue and not qualified any qualification conditions listed in the No. 3 Announcement by CNCA on Mar. 3^rd, 2005, the entry-exit authorities should advise to have it returned and not allowed to have it imported if without going through the special treatments.
• If the product in small volumn covered by the CCC catalogue did not get CCC mark really due to special reasons or in special purposes, and the product will be used in production or life consumption, it could go through the "Special Treatment Procedures for the Imported Products Covered by the Compulsory Product Certificate Catalogue". After the product passes the tests in the "Special Treatment Procedures", it could be imported to be used by end-user or sold in the regions specified in the application.

2005-4-1: According to the No. 3 Announcement by CNCA on Mar. 3^rd, 2005, the No. 8 Announcement on 2002 has been voided and new CCC Exemption Regulations applied.

2004-10-13: Version Change Notice of the Automobile Seat Belt Compulsory Certification Implementation Rule

The revision of "Vehicle Compulsory Certification Implementation Rule: Automobile Seat Belt Product" (short as "the Rule") in version 2004 had been finished recently. According to the 9th Announcement from CNCA in 2004, the Rule in new version has been effective since May 1, 2004. All automobile seat belt products having CCC certificates should finish the CCC certificate alteration before December 31, 2004.

According to the authorization in the 11th Announcement from CNCA in 2003, the China Quality Certification Center (CQC) is authorized the compulsory certification for the products of automobile, motorcycle and motorcycle engine, automobile seat belt, tire and safety glass. In order to help enterprises to finish their CCC certificates alteration of the seat belt products as early as possible, from now on, CQC started to accept the application for seat belt product certificate alteration and application for new certificate on the Rule in new version .

2004-10-13: The 26th Announcement from CNCA (Certification Accreditation Administration of the People's Republic of China) in 2004

CNCA had released the "Vehicle (Motorcycle Product) Compulsory Certification Implementation Rules (CNCA-02C-024: 2001)" and the "Vehicle (Motorcycle Engine Product) Compulsory Certification Implementation Rules (CNCA-02C-025: 2001)" in the 3rd Announcement of 2001. CNCA also released the "Vehicle (Automobile Product) Compulsory Certification Implementation Rules (CNCA-02C-023: 2002)" in the 12th Announcement of 2002. Because there are some big revisions in the vehicle compulsory national standards, CNCA had to correspondingly revise and consummate the testing contents and standards referred by the appendix of the vehicle product compulsory certification implementation rules. The other contents of the original rules will not be changed. The revised rules are called "Vehicle (Motorcycle Product) Compulsory Certification Implementation Rules (CNCA-02C-024: 2001/A1)", "Vehicle (Motorcycle Engine Product) Compulsory Certification Implementation Rules (CNCA-02C-025: 2001/A1)" and "Vehicle (Automobile Product) Compulsory Certification Implementation Rules (CNCA-02C-023: 2002/A2)" respectively. Now these amendments are released.

The above amendments will be effective since October 1, 2004. From March 1, 2005, all vehicle products must not leave factory, be imported, sold and used in business activities until receive the compulsory certificates and bear the compulsory certificate marks by satisfying the requirements of the original rules and these amendments

2004-8-15: From August 1, 2005, some products for home decor and remodeling purposes will be required to go through the CCC certification.

The listed products include solvent paints for woodenware, porcelain bricks/ceramic tiles, concrete antifreezes, etc. Beginning from Aug. 1, 2005, the listed products for home decor and remodeling purposes must not be sold, imported and used in sales activities until achieving related certificates with certificate marks. From May 1, 2004, clients could apply for CCC certification to certification organizations for above products.

The decision to apply compulsory product certification to the products above is made by the Certification Accreditation Administration of the People's Republic of China, on the basis of the situations that there are still good and bad intermingled in the products' quality, safety and health performance though the home decor and remodeling industry which is booming recent years, and also referred to the international practices and based on the request of the related departments and mass people. The essential purpose is to enhance the superintendence on the important products relevant to health, safety, sanitation, environmental protection and anti-fraud, to better protect the public interest, health and safety.

2004-8-15: China will apply Compulsory Product Certification to the products of metal gadgets, accessories and small tools soon.

The metal gadgets, accessories, small tools include scissors, faucets, locks, and so on.
